Indonesian Domestic Worker Anti-Scam Programme
Built on the principle that workers write, perform and circulate the content themselves — Indonesian-language short videos shared inside their own communities rather than translated official copy.

Why
Hong Kong is home to about 168,000 Indonesian migrant workers, one of the largest foreign domestic-helper communities in the city. Language and cultural distance, limited information channels and comparatively closed social circles make them a persistent target. Most do not read written material and rely instead on spoken word, video and social media, so conventional text-heavy and official framing rarely lands.
How
- Led by City University of Hong Kong and the Indonesia Diaspora Network (IDN), with official guidance from the Consulate General of the Republic of Indonesia in Hong Kong and support from China Unicom
- Focus groups with 10–15 workers and student representatives to map the highest-risk scenarios: remittance fraud, fake employment agencies, romance transfers and fake police calls
- Production: Indonesian students help workers write scripts and shoot one-to-two-minute videos in their own dialect
- Distribution: organic sharing through Facebook, TikTok and WhatsApp groups inside worker communities
- Co-branding: every video carries partner marks and a joint anti-scam message
On the ground
The first Indonesian-language training session took place at CityUHK LT-107 on 27 September 2026 with 300 attendees. Short videos and a volunteer network carry the work forward, with the goal of a self-sustaining community channel.
Programme design by the laboratory and IDN; event footage is available from the laboratory on request.
