Message from the Director

Dear Visitors,
Welcome to the CityUHK – China Unicom Joint Laboratory for Intelligent Scam Prevention! Telecom and online fraud represent one of the most severe challenges facing modern society. Our vision is to co-create a fraud-free, trustworthy digital society by synergizing the research capabilities of academia, the commercialization strengths of enterprises, and the effective adoption by government sectors.
The mission of this laboratory originated from a collaborative anti-fraud project between China Unicom International and the City University of Hong Kong in 2023. Since then, our work has received widespread attention, support, and recognition from all sectors of society. Our mission remains steadfast: to utilize interdisciplinary approaches spanning artificial intelligence, big data, and social sciences to develop innovative and effective fraud-governance technologies and social intervention strategies, thereby comprehensively enhancing society's anti-fraud capabilities, safeguarding public property, and maintaining social trust.
In the field of intelligent anti-fraud, our laboratory is grounded in the tight integration of advanced technology and practical application, dedicating itself to the following core objectives: gaining a deep understanding of the socio-psychological mechanisms behind fraudulent behavior; developing precise and efficient technology for fraud risk identification and early warning; establishing a data-driven framework for social governance and policy recommendations; and promoting the industrialization and social application of research achievements to truly empower social security through technology.
The technical distinctiveness and innovative highlights of the laboratory lie in its profound interdisciplinary foundation. The founding members of the laboratory hailed from the Department of Media and Communication at the City University of Hong Kong, a department that brings together experts across multiple and cross-disciplinary fields, including psychology, sociology, communication, computer engineering, and media practice. Unlike traditional university research, this laboratory treats the practical implementation and application of achievements as its ultimate goal. On one hand, we tackle core theoretical and technological bottlenecks; on the other hand, we collaborate closely with the industry to rapidly transform the latest research findings into concrete solutions and technical tools applicable to anti-fraud efforts.
The laboratory serves as an open platform. To date, a talented team possessing both local insights and an international perspective has joined us in various capacities. Our team members include senior scholars, technical experts, industry leaders, and transnational research partners, forming a highly practical and creative force in the anti-fraud arena. We have received generous support from China Unicom Group, with a commitment of no less than HKD 10 million over five years. Furthermore, the Hong Kong Police Force, local communities, and numerous other institutions have extended their attention and assistance, making our anti-fraud work closer to social needs and more effective.
Looking to the future, although China Unicom Group has set a five-year funding period, I sincerely hope to realize the laboratory's vision in a shorter timeframe. However, we are also acutely aware that as human life becomes increasingly digitalized, the problem of fraud will persist for a long time. Therefore, we require long-term, sustained investment and innovation. We cordially invite academic colleagues, industry partners, and people from all walks of life to join hands in this anti-fraud cause and together build a secure and trustworthy digital world.
Finally, on behalf of the laboratory, I would like to express my heartfelt gratitude to all partners, research colleagues, and friends from all sectors of society who have long supported and followed our work. Let us work together to create a safer, more trustworthy, and better future!
